IGEN-EA Proposes Consumer Protection and Management Bill to Address Clean Energy Challenges in Uganda

IGEN-EA, a network of civil society and private sector players working in various green economic sectors in Uganda, is submitting this memorandum of proposals to support the Minister of Trade, Industry and Cooperatives in drafting a bill that addresses the challenges faced by consumers of clean energy (grid and off-grid) in Uganda.

While IGEN-EA represents diverse stakeholders, this memorandum specifically focuses on proposing solutions to overcome the hurdles clean energy consumers encounter. The aim is to tackle issues such as unaffordability or over-pricing of the grid and off-grid electricity and related products, sub-standard off-grid products, poor waste management, and other challenges outlined in Section C of the memorandum.

By addressing these challenges comprehensively, it is anticipated that the Ugandan government will protect consumers and facilitate an increase in the percentage of Ugandans with access to reliable grid and off-grid electricity. This, in turn, is expected to drive economic growth, mitigate deforestation, promote climate action, and contribute to gender justice.

IGEN-EA's proposed Consumer Protection and Management Bill seeks to create a robust framework that safeguards the rights and interests of clean energy consumers while fostering sustainable and inclusive development. Through collaborative efforts with the government, stakeholders, and communities, IGEN-EA envisions a future where clean energy is affordable, accessible, and environmentally sound.
